The implication is one of bad consequences for the persons whose conduct provoked the protest, with the deal since WWII being "treat this seriously and no one needs to die artistically".The deal has broken down, so there's this massive public focus on non-violence (from the protesting side; protestors are regularly murdered) so protest can be ignored.
